Starter Tier missing when republishing my existing WatchNest PWA

Hello Google AI Studio team,

I have a personal Gmail account and have never activated Google Cloud Billing.

My AI Studio “My Apps” page shows only two Build apps:

  1. WatchNest Android app

  2. WatchNest PWA

My WatchNest PWA was previously published and republished several times without paid billing. Its current public website is still working.

Now, when I click Publish on the existing PWA, I only see “Default Gemini Project — No billing setup”, “Set up billing”, and “Refresh”. The Starter Tier option is missing, even after hard refresh in Chrome.

I recently created additional development chats inside the same PWA project. I did not create additional Build apps or intentionally create new deployments.

Could you clarify:

  • Do chats inside an existing Build app count toward the Starter Tier deployment limit?

  • Does the limit count Build projects or actual Cloud Run services?

  • Why is Starter Tier missing for my existing app?

  • Is there a way to republish the existing deployment without enabling paid billing?

My existing site, Firebase configuration, and user data must remain intact. I do not want to delete or recreate the project.
