Google AI Studio Starter Tier is not available for my new account

My new personal Google account is unable to access the Google AI Studio Starter Tier publishing flow.

According to Google’s current documentation, the Starter Tier allows eligible users to publish up to two full-stack applications without setting up Cloud Billing.

My current situation is:

  • New personal Gmail account

  • 0 apps published

  • No Google Cloud Billing account

  • My AI Studio app is working correctly

  • Build and production build pass successfully

  • Firebase/Firestore configuration is working correctly

  • The app was imported from GitHub

  • The Google AI Studio Publish dialog currently shows only:
    “Default Gemini Project — gen-lang-client-05740*****”
    “No billing setup”
    and the options “Set up billing” and “Refresh”

I asked the AI Studio agent to check the situation. It confirmed that there is currently no Google-managed Starter Tier deployment project provisioned for my account. However, it also stated that it cannot determine why the Starter Tier provisioning service has not assigned one.

I do not want to enable billing or create another Google Cloud project.

Could someone from the Google AI Studio team please clarify:

  1. Is Starter Tier currently available/eligible for this account?

  2. If it is eligible, what exact action or condition causes the Google-managed Starter Tier project to be provisioned?

  3. If it is not eligible, what is the specific eligibility reason?

  4. Does the existing “Default Gemini Project (gen-lang-client-05740*****)” prevent Starter Tier provisioning, or is it unrelated?

I have not deleted, modified, or created any projects because I do not want to affect the existing app.
