I used to be on tier 2 after prepaying $100 my account. This brought me to tier 2 months ago. Within last 2 weeks my account downgraded to tier 1. Please inform me how to resolve this issue. The users that rely on my app cannot use the product without at least tier 2 concurrency.

This is very likely caused by an issue which is currently only visible in Google Cloud console. We’re working to move visibility of this into AI Studio. To resolve this:
Open the Cloud console & select your project
You should see a banner which explains the issue / may allow you to appeal
Hey @Sai_Deepika_K thank you for the prompt response. I checked almost every page on the cloud console and did not see any banner. I urgently need to be re-instated to tier 2 at least for my business to continue operations. Here is a screenshot of the one of the pages in cloud console:
