My billing account is fully active, in good standing, and has no payment issues whatsoever.
This unexpected rate limit throttle is severely impacting our production environment. We are currently running automated agent application, and this sudden restriction to Tier 1 is generating massive 429 RESOURCE_EXHAUSTED errors, effectively halting our live services and blocking our database workflows.
