BUG - Monthly spend cap on Gemini API project being hit caused Tier 3 to Tier 1 downgrade

Hi Google,

We are a Tier3 Postpay customer (£20k billing limit - headroom still available this month) with multiple live projects, good paying history and no outstanding issues on the account.

Last night at approx 11:50pm GMT one of these projects hit our self set spend limit for that project. This is fine as we could go and reset the spent limit. I noticed thought that hitting it had changed our billing tier to 1 and also changed all our project API tiers from 3 to 1. This morning the billing tier has gone up to 3 again but all projects are still at tier1. This has a massive effect on our production environment. Unless coincidental the spend limit and the tier change looked to happen at the same time. Hopefully this helps someone fix the bug and it would be good to get our tier3 turned back on please!

Update 10am - All now flipped back to Tier3 so hopefully google got the bug fixed. panic attack averted.

Update 4pm - All now flipped back to Tier1. Saying I have hit monthly spend cap when we have £8k headroom. Come on google I can’t be unique in having this issue. Something significant is wrong with your billing account tier logic, spend cap logic and it’s ability to change the project tier. Please help as all our production sites have now stopped again.

Update 5pm - Flipped back to Tier 3. Am cracking open the whisky this feels like its going to be a rough ride.
