I am experiencing a persistent issue with Veo models on Gemini API. I have updated my account to the Paid Tier (Tier 1 - Prepay) and deposited a 1000 TL balance.
In my Google AI Studio dashboard, I can see that I have an available quota (0/10 daily) for Veo 3.1 models. My Google Cloud Quotas console also confirms the paid tier status. However, every single API request I send for veo-3.1-lite-generate-preview instantly fails with HTTP 429 RESOURCE_EXHAUSTED.
This seems to be a backend synchronization bug between my Tier 1 activation and the Veo service endpoint.

Could a Google engineer please manually sync or refresh my project’s access to the Veo models?
