Both veo-3.1-lite-generate-preview and veo-3.1-fast-generate-preview return
429 RESOURCE_EXHAUSTED on the FIRST request of the day, with zero successful
generations earlier that day. The daily quota (RPD) is not resetting at midnight
Pacific. This has persisted for 48+ hours, across multiple Pacific-midnight
boundaries — well past the usual reset window.
Dashboard shows the Veo RPD limit at 10/day for each model; I am not exceeding
that on the failing days (the first call of the day is already rejected).
The image model gemini-3-pro-image on the same project works normally, so this
is specific to the Veo models. Other developers have reported the same
quota-tracking / reset-delay behavior on recently-billing-enabled Tier 1 projects.
Request: please refresh/reset the Veo quota for this project, or advise what’s
needed to restore it.
