Gemini-3.1-pro-preview 429 under paid tier3

We has 429 error like {'error': {'code': 429, 'message': 'Resource has been exhausted (e.g. check quota).', 'status': 'RESOURCE_EXHAUSTED'} when calling gemini-3.1-pro-preview while the usage is little.
We already in tier 3 so it shouldn’t happen. However, I even can’t see the usage of gemini-3.1-pro-preview in either ai studio and gcp, but this is the model id we need to use. Anyone can help with it? Thanks!
