Veo 3.1 returns 429 RESOURCE_EXHAUSTED on paid Tier 1 project with unused quota

I have a Gemini API Paid Tier 1 / Prepay project with an active prepaid balance of approximately $9.99.

My API key is valid and belongs to the same paid project. The /v1beta/models endpoint successfully returns:
models/veo-3.1-generate-preview
models/veo-3.1-fast-generate-preview

Google AI Studio Rate Limits show Veo quota available and unused:

  • Veo Fast: 0/2 RPM, 0/10 RPD
  • Veo Standard: 0/2 RPM, 0/10 RPD
  • Veo Lite: 0/2 RPM, 0/10 RPD

However, both veo-3.1-fast-generate-preview and veo-3.1-lite-generate-preview immediately return:
429 RESOURCE_EXHAUSTED
You exceeded your current quota, please check your plan and billing details.

Other Gemini API calls work with the same API key.

Could you please check whether paid Veo quota/provisioning is correctly enabled for this project?

I have the exact same issue.

My project:
Project ID: gem-kan
Project Number: 8962601182..
Billing: My Billing Account 8
Paid Tier 1 / Prepay
Current prepaid balance: $1.68

Google AI Studio shows:
Veo 3 Fast: 0/2 RPM, 0/10 RPD
Veo 3: 0/2 RPM, 0/10 RPD
Veo 3 Lite: 0/2 RPM, 0/10 RPD

The API successfully lists:
models/veo-3.1-fast-generate-preview
models/veo-3.1-generate-preview
models/veo-3.1-lite-generate-preview

But every Veo generation request immediately returns:
429 RESOURCE_EXHAUSTED

Please check and enable/fix the Veo quota provisioning for my paid project.

Could you share the Project ID your API key belongs to, and the approximate time (with timezone) of a failed Veo request, via direct message? That will let us check the project directly.
