Veo 3.1 returns 429 RESOURCE_EXHAUSTED despite paid Tier 1 and zero usage

Hi everyone,

I’m having an issue with Veo 3.1 through the Gemini Developer API.

  • Aug 21, 2026: Paid ~USD 50 and upgraded to Tier 1 Prepaid
  • Today: Aug 26, 2026
  • Billing is active and the balance is available
  • Gemini text models work normally
  • Every Veo 3.1 request fails immediately with HTTP 429 RESOURCE_EXHAUSTED
  • Tested veo-3.1-lite-generate-preview and veo-3.1-fast-generate-preview
  • AI Studio still shows 0 RPM/RPD usage
  • No Retry-After, QuotaFailure, or ErrorInfo
  • Same behavior in more than one project linked to the paid billing account

Google Billing Support suggested increasing the tier, but a single Lite 4s request should be far below the Tier 1 spending limit.

Has anyone experienced this recently? Could this be a Veo quota/provisioning issue?
