Unable to generate Gemini API key – "The request is suspicious"

Hello,

I am unable to generate a Gemini API key in Google AI Studio.

Whenever I click “Create API Key”, I receive the following error:

“Failed to generate API key, The request is suspicious. Please try again.”

I have already tried the following troubleshooting steps:

  • Tried a different network, including a mobile hotspot
  • Created a completely new Google Cloud project
  • Imported the new project into Google AI Studio
  • Enabled the Gemini API (generativelanguage.googleapis.com)
  • Created a service account in the Google Cloud project
  • Enabled 2-Step Verification (2FA) on my Google account
  • Retried API key creation with the new project

However, the exact same “The request is suspicious” error occurs even with the newly created project.

Since the issue persists across different networks and different Google Cloud projects, it appears that my Google account may be incorrectly blocked or flagged by the security/trust system.

Could you please review my account/project access or advise how I can request a manual review?

I’m experiencing exactly the same problem. I’ve already verified my age, my phone number, enabled 2-Factor Verification, enabled a device passkey for my Google account, imported my existing Cloud project and waited a couple of days. How do I proceed from here?

same problem here,
I cannot create a Gemini API key. I repeatedly receive “Failed to generate API key — The request is suspicious.” I have tried multiple Google accounts and still cannot create a key. Please check whether my account/API access has been restricted and advise on manual review.

Next steps:

  • For paid accounts: Please share your Google Cloud Project ID via (DM) so we can check.
  • For free accounts: Complete all standard security and identity verifications on your Google Account, including Age Verification, adding a verified Phone Number, and turning on 2-Step Verification. Once completed, retry generating the API key. If the issue continues after completing these checks, consider linking an active billing account at AI Studio Billing to upgrade the project to a paid tier.

Hello,

Creating my API key in Firefox as opposed to Google Chrome or Brave worked for me. I saw a suggestion to create the key in a different browser somewhere, and it worked.

@Sai_Deepika_K I have a paid Tier 1 Prepay project with the same “The request is suspicious” error when creating a key in AI Studio. With an existing authorization key, even a minimal text generation request returns HTTP 403 (“The caller does not have permission”); Gemini 3.8 Flash TTS and Voice Design also fail with 403. Billing is linked and the prepaid balance is available.

Could a Google team member contact me privately to review the project? I can provide the Project ID and error details by DM. I have not included any API keys or payment details here.
