Gemini API key creation blocked: "The request is suspicious" before any key is issued

Hello Google AI Studio team,

I am trying to set up the Gemini API for a personal English-learning browser extension, but no API key can be created.

Date: September 15, 2026
Environment: Windows, Microsoft Edge

Observed results:

  • AI Studio project creation failed.
  • With one Google account already signed in on my laptop, I successfully created a project in Cloud Console and imported it into AI Studio.
  • Creating a key in that project failed with: “Failed to generate API key, The request is suspicious. Please try again.” A later retry returned the same error.
  • With another signed-in account, project creation in AI Studio also failed. After I manually clicked Create project, it displayed “Unable to create API key” and said it could not create the key and Cloud project.

Some setup steps used remote assistance. The manual attempt also failed, so I cannot determine what triggered the rejection.

No API key has been issued during this setup, and the extension has not reached the Gemini API call stage. Billing has not been enabled. I would like to use an available free tier.

Could you review the rejection through the normal support process and advise which account or project checks are needed? I can provide the relevant account/project identifiers privately through an official support channel.

Next steps:

  • For paid accounts: Please share your Google Cloud Project ID via (DM) so we can check.
  • For free accounts: Complete all standard security and identity verifications on your Google Account, including Age Verification, adding a verified Phone Number, and turning on 2-Step Verification.
  • Once completed, retry generating the API key. If the issue continues after completing these checks, consider linking an active billing account at AI Studio Billing to upgrade the project to a paid tier.
