I am trying to create a Gemini API key in Google AI Studio for a personal application using the Free Tier.
Both creating a new project and creating an API key in my existing Default Gemini Project fail with:
“Failed to create project, The request is suspicious. Please try again.”
and
“Failed to generate API key, The request is suspicious. Please try again.”
I have already confirmed that my Google Account has a verified phone number, passkeys, and Google prompts enabled for 2-Step Verification. I have not enabled billing, and no API key has been created.
Could you please advise how I can resolve this or request a review? I can provide any project details privately if needed.

If you are encountering the “The request is suspicious” error when generating an API key or creating a project in Google AI Studio, please follow the relevant steps below based on your account setup:
Next steps:
- For paid accounts: Please share your Google Cloud Project ID via (DM) so we can check.
- For free accounts: Complete all standard security and identity verifications on your Google Account, including Age Verification, adding a verified Phone Number, and turning on 2-Step Verification. Once completed, retry generating the API key. If the issue continues after completing these checks, consider linking an active billing account at AI Studio Billing to upgrade the project to a paid tier.
