Failed to generate API key - The request is suspicious - new free account

Hello,

I’m unable to create an API key in Google AI Studio. I get:
“Failed to generate API key. The request is suspicious. Please try again.”

I also get “Failed to create project, The request is suspicious.” when trying to create a new project.

I’ve completed age verification, phone verification, and 2-Step Verification on my Google account.
This is a free-tier account. I’ve retried multiple times over [X hours/days] with no change.

Could someone from the team take a look at my account? Happy to share account/project details privately if needed.

If the issue continues after completing these checks, consider linking an active billing account at AI Studio Billing to upgrade the project to a paid tier.
