We are using an Offline billing account (Tier 3), which does not support spending cap configuration. However, a spending cap pop-up appears every time a user tries to publish an application, blocking all users in the project from publishing — since resolving the prompt requires tenant billing management permissions, which we intentionally do not grant. As our usage is already governed by Tier 3 limits, could you advise on how to suppress this spending cap pop-up from the UI to allow users to publish applications normally, without any changes to our current billing account setup?
