Mid-month Tier 3 → Tier 1 downgrade hit spend cap and paused production API

Hi Google team,

I’m hitting the same Tier 3 → Tier 1 downgrade bug. My production app is currently down because of this.

What happened:

  • My billing account / project was operating on Tier 3 with active billing and a clean history (no policy violations, no payment issues, no settings changes on my side).

  • Mid-month, the tier was silently downgraded to Tier 1.

  • As a result, the Tier 1 monthly spend cap ($250) was instantly considered exceeded by my legitimate Tier 3 usage so far this month.

  • All API requests are now being rejected — the app is fully blocked until the next billing cycle.

No notification was sent before or after the downgrade. I only discovered the change when production traffic started failing.

Impact:

  • Production outage on a live paid SaaS product serving paying customers.

  • Loss of revenue and customer trust during downtime.

What I’m asking:

  1. Please restore the project / billing account to Tier 3 immediately so production can resume.

  2. Please reset or lift the cap that was retroactively applied after the downgrade — I have not exceeded any cap that applied to me at the time the spend was incurred.

  3. Please confirm what root cause is causing these silent Tier 3 → Tier 1 downgrades, given how many independent reports there now are on this forum.

  4. Please add a notification mechanism so account owners are warned before a tier change pauses production traffic.

This is clearly not an isolated case — there are at least 7+ public threads on this forum describing the exact same pattern since March 2026. It would be very helpful to get an official acknowledgement and a stable fix rather than per-account manual restores.
