I would like to request a manual review of my Google Cloud project for Gemini API access.
I am currently receiving the following error when calling the Gemini API:
403 PERMISSION_DENIED
“Your project has been denied access. Please contact support.”
My project also shows:

Billing Tier: Unavailable

API access is restricted
-
The console asks me to set up payment information
I would like to use the Gemini API under the Free Tier and do not want to enable paid billing if it is not required.
I have already completed the following steps:

Verified my Google account information

Verified my phone number

Enabled 2-Step Verification

Created a new Gemini API key
-
Confirmed that the API key is associated with the correct Google Cloud project

Retried the API request with the new API key

Confirmed that the same 403 error occurs
The issue is not specific to a single API key, as a newly created API key produces the same error.
I am using the Gemini API from Google Apps Script for a personal project that generates marketing-related X posts.
Could you please review my project and account and let me know whether Gemini API Free Tier access can be restored or enabled?
I would appreciate a manual review of the project restriction.
