Hello Google Gemini API Team,
I am requesting a manual review of Gemini API access for my Google AI Studio project.
My project currently shows Billing Tier: Unavailable, and every generateContent request returns:
403 PERMISSION_DENIED
“Your project has been denied access. Please contact support.”
I have already completed the recommended troubleshooting:
• My Google account confirms I am over 18
• Phone number is present/verified
• 2-Step Verification is enabled
• I created a new Gemini API key after completing these verification steps
• The new API key is valid and the request successfully reaches the Gemini API
• I tested again with the new key and still receive the same 403 error
• Google AI Studio continues to show the project Billing Tier as “Unavailable”

Model: gemini-3.8-flash
Intended use: Development and testing of CoutureCure, a fashion-tech application that uses image analysis to identify clothing attributes and help users organize and style their wardrobes.
I would like to continue using the Gemini API Free Tier if eligible. Could you please manually review the account/project restriction and restore Gemini API access if this restriction was applied in error?
I have intentionally not included my API key or any other credentials.
