Request for Manual Review – Gemini API 403 – Billing Tier Unavailable

Hello Google Gemini API Team,

I am requesting a manual review of my Gemini API access.

My Google AI Studio project currently shows:

Billing Tier: Unavailable

My Gemini API requests return:

HTTP 403 PERMISSION_DENIED
“Your project has been denied access. Please contact support.”

Project ID:

I have already completed the following:

  • Phone verification is completed.
  • 2-Step Verification is enabled.
  • My Google Cloud project is active.
  • Gemini API is enabled.
  • I created a new Gemini API key and tested again.
  • The API key is restricted to Gemini API.
  • The API key is an authorization key bound to a service account.
  • The same 403 error still occurs with the new key.

I am developing a personal AI assistant for development and testing.

I would like to use the available Gemini API Free Tier and do not want to enable paid billing at this stage.

Could you please manually review the access status of my project/account and let me know why the project is showing “Billing Tier: Unavailable” and why Gemini API access is being denied?

I have not included my API key or any private credentials.
