Hello Google Gemini API Team,
I am requesting a manual review of my Gemini API access.
Google AI Studio currently shows:

Billing Tier: Unavailable

Project Status: Restricted
-
Message: “This Project’s API access is restricted. Please set up billing to continue.”
Every generateContent request from my local application returns:
403 PERMISSION_DENIED
Your project has been denied access. Please contact support.
I have already completed the recommended account verification steps:

Age verification completed
-
Phone verification completed
-
2-Step Verification enabled
-
Personal Google Account
-
Supported region
I also performed the following tests:

My Gemini model works successfully in the normal Google AI Studio Playground.

The original Google Cloud project was restricted.

I created a completely new Google Cloud project and imported it into AI Studio.

I created a new Gemini API key for the new project.

The new project is also shown as Restricted / Billing Tier: Unavailable.

The new API key produces the same 403
PERMISSION_DENIEDerror. -
The API call was tested directly from my local Python application using Google’s official GenAI SDK.
This appears to be a project/account-level Gemini API access restriction rather than an API key or application-code problem.
My intended use is legitimate low-volume development and testing for an Enterprise Document Intelligence and RAG application. The application uses Gemini to generate grounded answers from documents supplied by the user.
I would like to use the eligible Free Tier and do not want to enable paid billing at this stage.
Could you please manually review the Gemini API access restriction on my account/project and restore Free Tier API access if this restriction was applied in error?
I have intentionally not included any API keys, credentials, or other private information in this post. I can provide the Project ID or other project details privately if required.
