I am experiencing a persistent “Quota exceeded” error (limit: 0) on my project when using the gemini-3.1-flash-image model.

Context:

  • On June 11, I had a logic error in my script that caused an unintentional spike in API requests.

  • Action taken: I have already corrected the code by implementing strict image size limits, concurrent request limits, and request delays in my proxy.php and app.js files.

  • Current status: I have attempted to manually adjust the quotas in the Google Cloud Console (setting regional limits to 60 req/min), but the “Quota exceeded (limit: 0)” error persists for all requests.

It seems like a security restriction remains active on my project despite my corrective measures. Could someone please review my project ID to see if there is an administrative hold that needs to be lifted?
