Persistent Quota Error Despite Active Billing – Project ID Included

I’m a paying Tier 1 customer and have been experiencing persistent “Quota exceeded. Please try again later” errors for several weeks now, and I’m hoping you can help me resolve this at the account/project level.

Here’s my situation:

• I have an active paid billing account with Google Cloud credit applied.
• A few weeks ago, I experimented with adjusting quota settings in the Google Cloud Console — I was concerned about unauthorised use of my API key. I have since reverted all quotas back to their default values.
• Despite this, the quota exceeded error has persisted ever since.
• I have tried creating a new project, but the same error occurs there too.
• Production apps I built that were working well previously — including video generation workflows — have now stopped functioning entirely.

I have read through the forum and I understand this may require a manual fix on your end to reset my account/project status to correctly reflect my paid tier. I would be very grateful if someone from the team could take a look.
