Quota exceeded error on Tier 1 paid project despite minimal usage

Hello Google AI Team,

I’m reporting a persistent “Quota exceeded. Please try again later” error on a paid Tier 1 project with minimal usage.

Project Details

  • Billing Status: Active (Google Cloud billing linked)

  • Account Tier: Tier 1 (Paid — confirmed in AI Studio rate limit dashboard)

  • Region: Brazil

The Problem

I’m unable to generate content in Google AI Studio. Every request returns “Quota exceeded. Please try again later”, regardless of which model I select (Gemini 3.1 Pro, Gemini 3 Flash, Gemini 2.5 Flash, etc.).

This happens even though:

  • My billing account is active and linked

  • I have available credits in Google Cloud

  • My usage is far below the quota limits

Evidence from Rate Limit Dashboard

I’ve checked the AI Studio rate limit page (aistudio.google.com/app/plan) and my usage is minimal:

I also verified in Google Cloud Console (IAM → Quotas) that my Generative Language API quotas are at ~7.72% usage (77K / 1M tokens) and ~4.89% requests (1,222 / 25 RPM). Far from any limit.

What I’ve Already Tried

  1. :white_check_mark: Switching models (tried Gemini 3.1 Pro, 3 Flash, 2.5 Flash, 2.5 Flash Lite — same error on all)

  2. :white_check_mark: Generating new API keys — same result

  3. :white_check_mark: Verifying billing is active in Cloud Console — confirmed

  4. :white_check_mark: Confirming Tier 1 status in AI Studio dashboard — confirmed

  5. :white_check_mark: Waiting several hours between attempts — error persists

  6. :white_check_mark: Clearing browser cache and trying incognito mode

Impact

I’m actively developing a production CRM application using AI Studio and this error is completely blocking my work. I’m paying for a service I cannot use.

Could an engineer please investigate why my project pv-trafego-pago-2026 is being rate-limited despite being on Tier 1 with minimal usage? This appears to be the same routing bug reported in multiple threads where paid projects get stuck on free tier limits.

I am facing the exact same error since this morning, same configuration. I have moved my project on a local environment and use AntiGravity. I recommand you to use it.

Hi **thidebrito, I’m having the same issues for days. It keeps working on free tier until the quora is exceeded, and then it doesn’t work anymore. It just crashes the code. It’s super annoying when you’re trying to “ship” something.

I hope this gets resolved anytime soon, as for now it seems like it doesn’t have any solution.**
