I am reporting a persistent 429 RESOURCE_EXHAUSTED error on a project that has active billing and is on the Paid Tier.
The Problem: I am receiving “quota exceeded” errors even on my first request of the day. The error message specifically refers to the “free tier” limits even though this project is linked to a valid billing account.

Observations: My older projects are working fine, but this specific project (and other new ones) seem stuck in a “Tier 0” routing bug where the quota is effectively zero.
Could an engineer please look into why this project is not inheriting my paid tier limits?
