Issue: Paid Billing Account linked, but Generative Language API quota is locked to Free Tier (0 or low limits). 2. Project ID: gen-lang-client 3. Error: The Google Cloud Console Quota Editor is blocked and forces the error “Enter a new quota value between 0 and 0” for key limits. 4. Impact: This results in a total service outage (‘quota exceeded’ errors) and prevents development on a paid account. It sounds like the Generative Language API quota is not recognizing your project’s paid billing status, which can happen if the billing linkage is out of sync. First, confirm in Cloud Console > Billing that the project gen-lang-client is directly linked to the active billing account and not via an organization-level association only. Then check IAM & Admin > Quotas for the API, and verify that the service is enabled in APIs & Services > Enabled APIs. If the quota editor still shows 0–0, this is a backend quota provisioning issue that requires Google Cloud Support to manually adjust. Since you’re on a paid tier, open a P1 support case via Cloud Support Center with the project ID, billing account ID, and affected quota metrics so the engineering team can force a quota refresh.
