Google AI Studio Publish Issue: Not Eligible for Starter Tier Despite Using a Personal Gmail Account

Hello Google AI Studio team,

I am trying to publish a simple personal digital business card website that I created using Google AI Studio Build mode.

When I click Publish, I see the following message:

“You are not eligible for the Starter Tier.”

My selected project is “Default Gemini Project,” and its status shows “No billing setup.”

I am using my personal Gmail account. I have never activated Google Cloud Billing or used the Google Cloud free trial.

I understand that eligible users can publish up to two apps without setting up billing. However, I cannot access this free publishing option.

Could you please clarify why my account is not eligible for the Starter Tier and whether there is any way to resolve this issue without adding a payment method or enabling billing?

I only want to publish my simple digital business card website for free.

Not all accounts are eligible for The Starter Tier. Please check out the caveats mentioned in the Google AI Studio deployment documentation. Eligibility is determined automatically, and we cannot review Starter Tier access manually. You might want to consider linking a Cloud Billing account to your project.
