Requesting comprehensive allowlist access to Google’s image and video
generation models on Vertex AI for our production preschool learning
platform. We do not have an enterprise support contract, so posting
here per the standard channel.

Use case

We are building IruKa Edu, a Vietnamese-language preschool learning app
for children ages 3-6. Generated visuals are used for:

  1. Educational backgrounds for phonics, counting and vocabulary games
    (teacher-approved themes: farm, forest, kitchen, playground).
  2. Story illustrations rendered from teacher-authored prompts
    (Vietnamese folk tales, everyday moral stories).
  3. Rewards and stickers earned by children after completing lessons.
  4. Short 6-8 second video clips for lesson intros (Veo).
  5. Character consistency across a series of lesson images
    (Nano Banana Pro use case).

Content policy:

  • All prompts are curated by licensed Vietnamese preschool teachers.
  • Zero photos of real people, likenesses, or NSFW content.
  • Zero user-generated prompts from children.

Expected volume: low-to-medium, hundreds to low-thousands of images
per day at production scale.

Current status

  • Gemini 2.5 / 3.1 text models work correctly on the same project.
  • gemini-2.5-flash-image (Nano Banana GA) works via global endpoint.
  • All preview image + video models above return HTTP 404 :
    “Publisher Model … was not found or your project does not have
    access to it.”
  • Confirmed correct configuration: global endpoint, active billing,
    Vertex AI API enabled, correct IAM role.

Why via forum

We are a small startup on Google Startup credits, without an
enterprise support contract or account executive. Following the
standard Vertex AI community path documented in prior allowlist
threads (e.g. topic 172302, 141489, 144784).
