AI Studio permission denied for project and model lists, despite Project Owner access

I cannot create a Gemini API key in Google AI Studio. I receive these errors:

  • Failed to list imported projects: permission denied
  • Failed to list projects: permission denied
  • Failed to list models: permission denied

AI Studio also redirects me to the “Available regions for Google AI Studio and Gemini API” documentation page.

My Default Gemini Project is accessible in Google Cloud Console, and my account has the Owner role. My age verification shows completed. Another Google account works on the same computer and network.

I previously used paid billing and promotional credits, then disabled billing and deleted my old API keys. I now want to use the Free Tier.

Could you check whether my account has an AI Studio eligibility restriction or a project-access issue, and advise how to restore access?

These permission denied errors and the Available Regions redirect indicate an account or project verification flag in AI Studio rather than a Cloud IAM role issue (see Troubleshoot Google AI Studio).

Since you have already verified Project Owner access, age verification, and your network connection, complete these remaining steps:

  1. Check for Account/Billing Flags: Check the AI Studio Projects and Billing pages (and your email) for any restriction banners left after disabling billing, or submit an appeal in the Google Cloud Console if the project is flagged (see Policy Violations FAQ).
  2. Re-enable Billing if Free Tier Remains Blocked: If access is still not restored, add prepayment credits in Google AI Studio or re-attach a Cloud Billing account in the Google Cloud Console (see Gemini API Billing; note that linking billing forfeits Free Tier quota).
