I have been trying to activate billing on for the Gemini API or months now. The error is always the same :
Action unsuccessful
This action couldn’t be completed. [OR_BACR2_44]
I have searched the Error code given on the alleged “support page”, which just redirects you on and on without any solution but could not find such error code listed amongst the provided tables.
It has been months. No available support. No supporting documentation for support. ZERO customer service. How do I resolve this please???
I had exact problem. But this error didn’t appeared when i tried it with my phone (in browser).
My google account is signed in with my phone.
Phone model is Samsung A54
I clicked the Gemini API link and followed the steps exactly
Go to the AI Studio API keys page, Projects page, or anywhere you see Set up billing button in AI Studio.
New users will have a project and API key created for them by default.
If you need a new key, click Create API key and follow the dialog to add a key-project pair to the table.
Find the Free Tier project you want to upgrade to the Paid Tier, and click Set up billing under the Billing Tier column.
If you’ve never set up a Google billing account before:
You’ll be asked to select your country to agree to the Terms of Service.
Then, fill in or confirm your contact information and payment method to continue.
Same issue here, still unresolved as of July 2026. Getting [OR_BACR2_46] (a variant of the same OR_BACR2_44 error) when trying to set up billing for the Gemini API.
What I’ve tried so far:
Visa debit card (Indonesian digital bank), with international payments and online transactions explicitly enabled in card settings
Sufficient balance
Aligned my Google Payments Profile name to match my government ID exactly (was previously mismatched)
Confirmed the card works for other international online services (successfully used it to buy an Anthropic API key)
Tried from both desktop and mobile browser — same error on both
I also tried opening a Cloud Support case, but was told I don’t have permission since my project doesn’t have a paid Support plan — which requires billing to be active in the first place, so that’s a dead end too.
Would appreciate any confirmed fix or word from Google staff on this. It’s been reported here since Feb 2025 with no resolution.
