Hello,
I am unable to enable billing for Gemini API in Google AI Studio.
Error received:
“Billing setup can’t be completed. This action couldn’t be completed. [OR_BACR2_44]”
Details:

Project ID: gen-lang-client-03297084.. (Default Gemini Project)

I have an active Google Payments Profile.

I have a valid payment method attached.

Billing setup fails immediately after clicking Submit.

No Cloud Billing Account is created.

Google Payments support directed me to Google Cloud Billing support.

Google Cloud Billing support says I am not an administrator on any Billing Account, but I cannot become an administrator because billing account creation itself is failing.

I have multiple Google Payments Profiles (UK, US, India, and Nepal).

I am currently located in India.

I previously attempted billing setup while connected to a UK VPN.

I also tried using my UK Payments Profile and payment method, but the error remains.
Could someone please explain what OR_BACR2_44 means and advise how I can successfully create and link a billing account for Gemini API?
