Hi, I’m trying to upgrade my Gemini API project (Default Gemini Project) from Free Tier to Paid Tier in Google AI Studio, but billing setup keeps failing at the final step with:
“This action couldn’t be completed. Try again with a different, supported payment method. [OR_BACR2_46]”
What I’ve already tried:
- Using a Visa debit card from an Indonesian digital bank (Bank Jago), with international payments and online transactions explicitly enabled in the card settings
- Sufficient balance in the linked account
- Aligned the name on my Google Payments Profile to match my government ID (previously mismatched, now fixed) — same error persists
- Confirmed the card works for other international online services (successfully used to purchase an Anthropic API key)
I also tried to open a Cloud Support technical case for this, but I’m told I don’t have permission to file a technical case since my project doesn’t have a paid Support plan — which I obviously can’t get without billing working in the first place.
Has anyone experienced this specific error code (OR_BACR2_46) and found a resolution? I saw other threads about OR_BACR2_44 with similar symptoms but no confirmed fix.
