Veo 3.1 / new API key issuance both blocked with "permission denied" / "suspicious request" on a paid project

Billing account: Tier 2, postpaid, active and in good standing (no declined payments, valid card, no overdue balance).

**Symptom**: Every Veo 3.1 / 3.1 Fast generation attempt in AI Studio Playground fails immediately with:

“Failed to generate video: permission denied. Please try again.”

Attempting to create a brand-new API key on this same project also fails immediately with:

“Failed to generate API key. The request is suspicious. Please try again.”

**What works fine**: Plain Gemini text generation calls on the existing API key succeed with 0% error rate (verified via Cloud Console API dashboard: 295 requests / 0% errors over the trailing 24h).

**What I already checked/tried (no change in behavior)**:

- Confirmed no warning banners on the AI Studio Projects or Billing pages, no “Unavailable” status.

- Billing account is healthy: valid card, recent payment processed successfully, no overdue balance.

- Granted the “Vertex AI User” (roles/aiplatform.user) IAM role to the service account the API key is bound to – no change, Veo still fails identically.

- 2-Step Verification is currently off on the Google account (working on enabling it).

This looks like an automated Trust & Safety / abuse-prevention flag scoped to higher-cost operations (video generation, new key issuance) rather than a plain entitlement/provisioning gap, since basic text generation on the same key/project is completely unaffected.
