I am developing a Gemini API-based chatbot for a Social Welfare Center in Daegu, South Korea, to help the underprivileged.
I have already completed the $10+ (15,000 KRW) pre-payment and am currently stuck in Tier 1. I am constantly hitting the “LLM request timed out” and “429 Too Many Requests” errors, which is completely blocking my development.
I submitted the “Rate Limit Increase Request” form several days ago, but there has been no update. Google Cloud Billing Support (Case #68560439) informed me they do not have the authorization and directed me here.

Could a Google engineer please look into my project and manually approve the Tier 2 upgrade? Our welfare project is currently at a standstill.
