Issue Summary
Our Gemini API usage has been blocked due to reaching the billing account tier cap. The system displays the following message:
“You’ve reached the billing account tier cap and service has been paused.”
This is now significantly impacting our business operations and our clients.
Background

We are enrolled in the 2024 GFS Cloud Program - Ecosystem Partner.

Our account currently has approximately $23,000 USD in available credits.

We have also made actual payments to Google Cloud in an effort to demonstrate usage and qualify for higher tiers.

Despite having available credits and payment history, our Gemini API access continues to be capped.

According to Google Cloud Support, the account remains locked within the “Start” tier safety cap, preventing further usage.

On May 26, 2026, we submitted the official:

We have not received any response, approval, rejection, or status update since then.
Support Interaction
We recently contacted Google Cloud Billing Support regarding this issue.
The support representative informed us that:
