Upgrade to Tier 2 button does not appear even though project qualifies

Hi, my project qualifies to be upgrade from tier 2 to tier 1 for more than 30 days already. But the button does not appear. I had lengthy discussions with the billing support, and they said they did everything and even promoted my account, but that now it needs to be solves further on this forum.

Please, help, it creates production outages for me.

I have the same issue, seems like they don’t even have enough capacity to meet the tier 2 quotas and completely disabled the upgrades.
