I’m experiencing a persistent “Quota Exceeded” error despite being on the Tier 1 paid plan. Here are the details:
Account situation:

Credit card is linked and billing account is active

Project is showing as Tier 1 / Pay-as-you-go

No visible quota limits in the AI Studio dashboard for Gemini 3.1 Pro
Issue: Every API call to Gemini 3.1 Pro returns “Quota Exceeded” immediately. I have tried the following without success:

Verified billing account is correctly linked

Created a brand new project and re-linked the same billing account

Generated a new API key under the new project
-
Waited 30+ minutes after setup before retesting
This issue is blocking my project and I’m under time pressure to get it resolved. Could an engineer please urgently check whether my project is correctly routed to the paid tier backend and help fix this as soon as possible? This appears to be the same issue reported by multiple users recently.
