My Google Cloud billing account has exceeded the $100 cumulative spend and enough time has passed, the account should be Tier 2. AI Studio Billing pages shows “Paid 2” and explains the requirements for getting to Tier 3.
But Gemini API Spend page, Gemini API Rate Limit page, Gemini API Usage page, all of them show “Tier 1”.
API Keys page shows “My Billing Account’” as Tier 1 for the keys I create.
And when I use the API, I run into 429 RESOURCE_EXHAUSTED errors even with low usage.
I get this response:

It doesn’t specify which quota or any other details. And looking at both Cloud Console reporting and AI Studio limits, I’m to over or close to any of the limits on the account.
And I don’t do that many requests in general. But every day I end up running into this, and I have to wait until the next day to be able to use the same model. (Could be 2.5 flash or 3 flash.)
Not sure who to ask for help. I think I’m stuck on tier 1 for some reason and that’s why my quota is low.

No. Still happening. I created a billing support ticket. But the person from billing chatting with me tried really hard to pass this off to Gemini App support forum.
I also filled out a form linked from this forum in another thread. The form said it’s for those with unexplained 429 and 503 errors. So far I haven’t heard back. Hopefully someone from Google responds to either that form or the billing ticket or this thread here.

Please send us a Direct Message (DM) on the forum with your Google Cloud Project Number or Billing Account ID. (To send a DM: Click on our profile icon on the forum post, and select the Message button).
Once we have your Project Number, we will inspect your billing sync logs and escalate to the billing engineering team to manually refresh your rate limit tier.

I’m now seeing status “Downgraded” listed next to the project name.
I am having the exact same issue… At this point I am thinking if it is faster just to start a new api account…
