Stuck with $250 rate limit and no way out

Had a GCP credit that applied to AI use before that changed. Hit the $250 cap and then paid on the account (now a credit balance). The automated system doesn’t think there’s been $100 in spend since it discounts the credits, so literally stuck for days. Submitting the form requests for Tier and spend updates goes unanswered.

Is there anyone at Google that can help paying customers actually use more of their services? Does paid Google Cloud support help resolve these items? Google support thus far can’t help.
