Request Veo allowlist access for project impossible-wildlife (paid billing active)

Hello Google AI Team,

I would like to request allowlist access for Veo video generation models on my Vertex AI project.

Project Information:

  • Google Cloud Project ID: impossible-wildlife
  • Project Number: 5906105444..
  • Region: us-central1
  • Billing: Active paid billing account (upgraded from Free Trial)
  • Vertex AI API: Enabled
  • Service account: ..
  • IAM roles: Vertex AI User, Storage Object Admin
  • Imagen 3.0 image generation: working correctly on this project with this service account

Models requested:

  • veo-3.1-generate-001
  • veo-3.1-fast-generate-001

Use case:
Automated short-form video pipeline for a YouTube Shorts channel producing AI-generated wildlife content placed in unexpected environments (“Impossible Wildlife Encounters”). Educational/entertainment content for a public audience. Pipeline runs on a self-hosted server with QA checkpoints, content moderation, and budget controls. Previously ran this workload successfully on another GCP project using Veo 3.1; migrating to impossible-wildlife for cleaner billing separation.

Error encountered:
All Veo model invocations return 403 PERMISSION_DENIED. Tested veo-3.1-generate-001, veo-3.1-fast-generate-001, veo-3.0-generate-001, veo-3.0-fast-generate-001, veo-2.0-generate-001 — all return identical error. Imagen 3.0 on the same project works correctly, confirming IAM is properly configured.

Example:

403 PERMISSION_DENIED: Permission 'aiplatform.endpoints.predict' denied on resource 'projects/impossible-wildlife/locations/us-central1/publishers/google/models/veo-3.1-generate-001'

Could a Vertex AI team member take a look at this allowlist request directly, or could you point me to the correct current channel?
