Request for Manual Review – Gemini API 403 PERMISSION_DENIED / Billing Tier Unavailable on Multiple Projects

Hello Google Gemini API Team,

I am requesting a review of my Gemini API Free Tier access.

I am developing domlan, a SaaS form-building application. Gemini API is intended to be used to allow users to describe a form in natural language and have the application generate the form structure automatically.

My original project consistently returns:

HTTP 403 PERMISSION_DENIED

“Your project has been denied access. Please contact support.”

Google AI Studio also shows:

Billing Tier: Unavailable

Original project

Project name: Default Gemini Project
Project ID: gen-lang-client-09011321..

I have already verified the following:

  • Gemini API is enabled in Google Cloud Console.
  • The API requests are reaching the Gemini API.
  • The API key is active.
  • The key is explicitly restricted to Gemini API.
  • The key is not an unrestricted API key.
  • The key is shown in Google Cloud as being bound to a service account.
  • Application restrictions are set to None, so there is no IP, website, Android or iOS restriction preventing my backend from using the key.
  • 2-Step Verification is enabled on my Google Account.
  • My date of birth is correctly registered and confirms that I am an adult.

To determine whether the problem was caused by the original project or API key, I then performed an additional test.

Completely new project test

I manually created a brand-new Google Cloud project:

Project name: domlan AI
Project ID: domlan-ai

I imported this new project successfully into Google AI Studio.

I then generated a completely new API key directly through Google AI Studio:

Key name: domlan Gemini API

Google AI Studio identifies this as the current Auth Key type.

The key was created successfully and associated with the new domlan-ai project.

However, immediately after creation, the completely new project also shows:

Set up billing
Billing Tier: Unavailable

Therefore, I now have two separate Google Cloud projects with two separately generated Gemini API keys, including a newly generated Auth Key, and both projects show Billing Tier: Unavailable.

This appears to rule out the original project, the original API key, API restrictions and my application configuration as the cause.

I would currently like to use the Gemini API Free Tier for development and testing and do not want to enable paid billing simply to bypass what may be an automated account verification or risk-control restriction.

Could you please review whether my Google Account has been restricted from Gemini API Free Tier access by an automated verification/security system and advise whether the restriction can be removed if it was applied in error?

I am happy to provide additional project information privately if required.

I have intentionally not included any API keys or private credentials in this post.

Thank you.

Hello @Flo_Domlan ,

It seems like your projects are flagged by automated account security checks. To unblock this error, you should consider upgrading to a paid plan. You could add prepayment credits directly in Google AI Studio and/ or by attaching an active billing account in the Google Cloud Console.
