AI Studio shows both as Restricted, and the billing tier as Unavailable.
generateContent returns 403 PERMISSION_DENIED: Your project has been denied access. Please contact support.
Already done: phone on the account, date of birth on the account, 2-Step Verification enabled, Gemini API enabled, and new API keys created in AI Studio and Cloud Console. The unexpected-403 form is closed. This account has no billing account, and Cloud Support says the current plan cannot open a case.
