Request for manual review Gemini API 403 PERMISSION_DENIED / Project Restricted

Hello Gemini API / Google AI Studio team,

I am requesting a manual review of Gemini API access for my Google Cloud project.

Project ID: turnkey-triumph-507912-..
Intended tier: Free Tier
Billing account: None attached

Google AI Studio currently shows:

  • Project quota / Billing tier: Unavailable
  • Gemini API is enabled in Google Cloud Console

Direct API testing shows:

  • GET /v1beta/models succeeds and returns the available Gemini models.
  • generateContent requests return:

403 PERMISSION_DENIED
Your project has been denied access. Please contact support.

I have already completed:

  • Age verification
  • Phone verification
  • 2-Step Verification
  • Created and tested a valid API key
  • Enabled the Gemini API / Generative Language API
  • Tested the API directly outside of my application

I am using this project for low-volume personal development with AstrBot, and I would like to remain on the eligible Gemini API Free Tier. I am not requesting a Paid Tier upgrade.

Could you please manually review whether this project/account has been restricted by an automated verification or risk-control system and restore Free Tier API access if the restriction was applied in error?

I have intentionally not included my API key or any private credentials in this post.
