Request for manual review – 403 PERMISSION_DENIED – New and existing projects Restricted

Hello Google Gemini API Team,

I am requesting a manual review of my Gemini API access.

My existing Google AI Studio project is shown as Restricted, and direct generateContent requests return:

HTTP 403 PERMISSION_DENIED

Your project has been denied access. Please contact support.

I have completed the recommended Google Account verification steps:

  • Date of birth / age information is complete
  • Phone verification is complete
  • 2-Step Verification is enabled

I also created a new Google Cloud project and imported it into Google AI Studio. The new project was also immediately shown as Restricted.

A minimal direct API request returned:

Intended use: low-volume university bioinformatics research using the IAN multi-agent omics analysis framework.

Could you please review the account/project restriction and advise whether Gemini API access can be restored, or which eligibility requirement is not currently met?

I have not included any API keys or private credentials.
