I am requesting a manual review of Gemini API access for my Google account and projects.
Google AI Studio currently shows:
Billing tier: Unavailable
Status: Restricted
Gemini API content generation requests return:
403 PERMISSION_DENIED
Your project has been denied access. Please contact support.
I have already completed the recommended account verification steps:
Phone verification completed
2-Step Verification enabled
Account holder is over 18 / age verification completed
API key is valid
I created a completely new Google Cloud project, imported it into Google AI Studio, and the new project was immediately marked Restricted as well
This suggests that the restriction may be account-level rather than related to a specific API key or project.
My intended use is low-volume personal/academic PDF translation through Zotero PDF2zh. I am not using the API for scraping, bulk messaging, proxying, quota circumvention, or abusive automation.
