I am building a small Thai voiceover web app and would like to use the Gemini API Free Tier.
Project ID: gen-lang-client-028819730..
API requests fail with:
403 PERMISSION_DENIED
“Your project has been denied access. Please contact support.”
Tests performed:

Created a new API key and updated the application.

Tested generateContent directly against Google’s API, outside the hosting platform.

Text generation with gemini-3.8-flash and speech generation with gemini-3.1-flash-tts-preview are denied.

AI Studio displays “This Project’s API access is restricted. Please set up billing to continue.”
Could you please review this project’s access restriction and explain whether it is eligible for Free Tier access? I would prefer to remain on the Free Tier.
Please let me know if any account verification or other steps are required.
