My newly created Google AI Studio project is being denied Gemini API access.

Exact API response:
403 PERMISSION_DENIED
“Your project has been denied access. Please contact support.”
The AI Studio Rate Limit dashboard shows:
- Project quota tier unavailable
- API access restricted
- Set up billing to continue
Troubleshooting completed:
- Google and Generative AI terms accepted
- Correct adult date of birth and age verification completed
- Phone verification completed
- 2-Step Verification enabled
- No VPN or proxy used
- A brand-new API key was generated after verification
- The new key was tested directly through the official REST endpoint
- The same 403 error occurred
The intended use is low-volume product marketing draft generation for TadkaTrayOS. Drafts use product facts, require human approval, do not publish automatically, and do not send customer personal information.
I would prefer to use the available Free Tier. Please review whether this project has been incorrectly restricted and restore access if eligible.
