Refund request - Gemini API credit unused due to "User location is not supported" error

Hello Google Support,

I would like to request a refund for a Gemini API prepaid credit purchase that has been completely unused due to a persistent API error.

Purchase Date: July 26, 2026
Amount: 25,000 KRW

Since linking billing, every single API request to the Gemini API (generateContent) has failed with the following error, regardless of API key used (I have tried multiple keys, including newly generated ones after linking billing):

“User location is not supported for the API use.” (Status: FAILED_PRECONDITION)

I have confirmed this is not a network/IP issue — my server’s outbound IP is a standard South Korean residential/business ISP IP (Korea Telecom, Seoul), which is a supported region for the Gemini API. I have also enabled billing, upgraded to Tier 1, and generated a brand new API key, but the error persists identically.

As a result, I have not been able to successfully use the Gemini API even once since purchasing these credits. The “Gemini API billing account cost” page confirms “No usage data” for this billing period, showing that no successful requests have occurred and no portion of these credits has been consumed.

Since this appears to be a service-side issue preventing any use of the API, I would appreciate it if you could either:

  1. Resolve the underlying “User location is not supported” error for my account/project, or
  2. Refund the unused 25,000 KRW credit purchase to my original payment method.

This could be specific to your IP address. Please report it on our Report IP problems page. Suggested workarounds which may help for now:

  • Try temporarily switching to a different network (e.g. try with the hotspot from your phone if available).

  • Try asking your host for a new IP.

  • Trying switching between IPv6 / IPv4.
