Sharing an API secret would be a big “heck no”, and you should never be passing them around.
If the documentation for code is sufficient that anybody could set it up and use the same services, that should be all I would expect is needed.
Even if you get an email “Your submission uses an API costing $500, which we are not allowed to purchase to judge your submission; send API keys”, I would be on high alert, as there are many other ways to accommodate evaluations.
