How can I upgrade my level on Google Cloud Platform? Do I need to top up and spend a sufficient amount?

Google Cloud doesn’t have a “level” system you can upgrade by spending more. If you’re referring to account limits or quotas, these are tied to your billing status and can be increased by enabling billing and then requesting quota changes in IAM & Admin > Quotas. For free trial accounts, you’ll need to upgrade to a paid account by adding a valid payment method in Billing > Payment settings before higher resource limits are granted.
