Hello,
I am setting up a small integration using Google Apps Script and the Gemini Developer API on a Google Workspace account. AI Studio shows my project on the Free Tier.
Listing models succeeds, but this request fails:
POST https://generativelanguage.googleapis.com/v1beta/models/gemini-3.8-flash:generateContent
HTTP 403 — PERMISSION_DENIED
“Your project has been denied access. Please contact support.”
The request uses the x-goog-api-key header and a simple test prompt asking for “OK”. No recordings or sensitive content are included.
Previously, gemini-2.5-flash returned HTTP 404 with a message saying it is no longer available to new users and recommending gemini-3.8-flash.
I can access the project dashboard in Google Cloud Console with the same account. I have not found a restriction banner or appeal link. After accepting the Google Cloud terms, the request still returns the same 403 error.
Cloud Billing Support says I am not an administrator on any Billing Account, so I cannot proceed through that support channel.
Could the Google team help identify why the project was denied access and explain the correct review or appeal process? I would like to use the Free Tier without enabling paid billing.
I can provide the project ID privately to an authorized support representative if needed.
Thank you.
